BENGALURU, INDIA—India is home to a flourishing community of predatory journals: outlets that masquerade as legitimate scientific publications but publish papers with little or no peer review while charging authors hefty fees. Many observers assumed that such bottom feeders were mostly attracting papers of dubious scientific value, if not plagiarized or fraudulent reports, from institutions in academia’s outer orbits. But a new analysis has found that many of the weak papers in predatory journals are coming from top-flight Indian research institutions.
The finding has turned the spotlight on an academic culture in India that tends to prize quantity of publications over quality when evaluating researchers. This is an especially big problem in the life sciences, and it will take time to fix, says K. Vijayraghavan, the secretary of India’s Department of Biotechnology (DBT) in New Delhi, which funded some of the research that ended up in predatory journals. “Biology, in general, has become ghastly, in that people are chasing the metrics,” he says. “If you chase these surrogate markers of success instead of science, we have a problem.”
Recent revelations have pointed to a symbiotic relationship in India between questionable publishers and mediocre researchers. In 2013, a Science investigation traced the publishers and editors of scores of predatory journals to India. And last year, a team reported in BMC Medicine that of a selection of 262 authors published in predatory journals, 35% were Indian.

Between 1974 and 1989, Dr. West received from the federal government at least $5,110,099 in grants channeled through the National Institute of Mental Health (NIMH), a major funding conduit for CIA programs. Millions more poured into the UCLA Neuropsychiatric Institute headed by Dr. West, including more than $14 million in federal funds in one fiscal year before he stepped down.
…Dr. West devoted four decades to study, writing and experimentation on dissociation, hypnosis, Communist mind control, hallucinogens, sensory deprivation and methods of social influence. He concluded that the methods used by destructive cults result in the creation of new identities and dissociative states. The same methods — when applied to experimental subjects under BLUEBIRD, ARTICHOKE and MKULTRA — also resulted in the creation of amnesia, new identities and dissociated states.

…Dr. West then examined Sirhan Sirhan, the alleged assassin of Robert F. Kennedy, and proclaimed him to be yet another “lone nut.” Over the years, he was repeatedly a hired gun for whatever position the powers that be (TPTB) wanted promoted.
…Dr. West is also known to have directed a CIA-funded LSD research program in the 1960s at the University of Oklahoma. While chairman of the department of Psychiatry at UO, he became a subcontractor for MKULTRA subproject 43 with a $20,800 grant awarded by the CIA. The proposal submitted by Dr. West was titled “Psychophysiological Studies of Hypnosis and Suggestability,” with an accompanying document titled “Studies of Dissociative States.”
He participated in a mysterious house of unspecified functions in Haight Ashbury at the height of the hippie scene. He was a consultant of some undetermined type in the Charles Manson Helter Skelter murders. There are those that theorize that Manson and Dr. West met.
After the burning of the SLA headquarters, Dr. West and fellow CIA-funded psychiatrists Martin Orne and Robert Jay Lifton provided psychological pre-trial examinations of Patty Hearst.
Many lives were ruined by this SOB. Many people now living were affected directly or indirectly by him. Additionally, he belonged to a group of people like him who wreaked havoc across USA with poison, drugs, psychosurgery, sensory damage, and more. What little we know about those people and the programs they worked in like MKULTRA are but tiny insights into a world of mind-control that is still very actively ongoing today. Jolyon West and his ilk were and are researching weapons to be used against entire populations as well as individuals within those populations. Not all weapons kill or are designed to kill. To maim, control, derange, or sideline their ‘enemy’ (people who love freedom) is very often better than killing them. It is not hard to see this if you stop and think about it. Look around you. This documentary exposed a network of religious leaders and Washington politicians who flew children to Washington D.C. for sex orgies. The illegal Guatemalan migrant charged with torching a sleeping straphanger to death on a Brooklyn subway train was a heavy drinker who chain-smoked K2, pals at the homeless shelter where he was living told The Post.
Sebastian Zapeta-Calil, 33, who was arraigned on first-degree murder charges Tuesday, started his Sunday calmly enough at the Samaritan Village Forbell men’s shelter in East New York, sharing a breakfast of French toast, sausage and grits at the facility with one of his roommates – before things took a gruesome turn.
“He said, ‘I’m going out to make my normal run,’ then the next thing I hear what he did on the news,” said Raymond Robinson, who slept next to Zapeta-Calil at the shelter.
“He smoked K2, drank and bugged out,” Robinson said. “He would bug out and talk to himself when he was high, but he never harmed nobody or himself. When he wasn’t high he’d talk like we’re talking regular.”
But Robinson said his migrant pal smoked about $30 worth of the synthetic drug every day and lost it when he drank.
Lithuanian emigres are increasingly choosing to return from abroad and settle in the country’s less populated regions. In response, the state Employment Service has created an interactive map with 50 indicators on housing, work, education, and other issues.
“We can see that this year, over 8,000 more Lithuanians have returned than left the country. I can only speak for where I live (Korea) but people mainly see white women as simpler. I don’t mean stupid, I just mean you don’t have to deal with their parents, expectations etc. You just date each other, rather than dating her entire family for life. I think most other cultures that you mention are similar – there is more to it than just liking each other. You have to prove yourself to her family like some old traditional thing. When I date a Korean girl – the family asks my job, where I went to school, how much money I have etc. When I date a white girl, they ask if I am a nice person.
