A second Democrat-run state has been hit by accusations of fraud within the Somali community, prompting a vile response from one lawmaker who was quizzed about it by a constituent.
As Minnesota grapples with one of the biggest fraud scandals in US history, a whistleblower in Maine has now stepped forward alleging state taxpayers have been defrauded out of funds meant for social services.
Christopher Bernardini told NewsNation he worked as a ‘billing guru’ for Portland-based Gateway Community Services for seven years until April 2025 – while they were allegedly defrauding Maine’s Medicaid program.
The company’s founder and CEO, Abdullahi Ali, is a Somali-American who ran for president of Jubaland, a state in Somalia, last year while juggling his role as executive director.
He came under fire at the time amid reports from The Maine Wire that he had boasted of funding the militia to ‘help the troops buy weapons, bullets and food’ while he was in America.
The comments sparked concerns about whether any of the $28.8million in payments his LLC received via MaineCare had been misappropriated.
The Daily Mail has contacted Gateway Community Services for comment.
Maine appears to be one of the most corrupt states in USA.
With a population of a mere 1.3 million, billion dollar plus fraud is major crime, with tendrils running throughout the state government.

NGOs are typically used to funnel money to friends and relatives. The contracts are awarded secretly and kept hidden to hide the fact that no bidding was required to get them, and to prevent the public finding out. They are also hidden to prevent the public from following the money-trail after they have been awarded. ABN
In just last year alone they’ve laundered tens of millions of property tax dollars to hundreds of NGOs
“Ramsey County has the highest property tax rate in the whole state. So we decided to file an information request at the Ramsey County office asking how many NGOs each year receive property tax money.
— Two months of repeatedly being ignored, stonewalled, and it was only after we went directly to one of the Ramsey County commissioners where we finally got at least some of the information that we requested.
— Turns out that last year, Ramsey County gave a whopping $38.4 million to a total of 213 NGOs.
And this is happening at a time when there is a 9.75% property rate increase in property taxes there in Ramsey County as well. They proposed that for the next year’s budget to increase property taxes by 9.75%.
So they’re spending $38.4 million dollars on 213 NGOs and now they want more.”

Former employees allege Gateway Community Services systematically overbilled MaineCare (Medicaid) for services never provided, with falsified records and forged client signatures.
Despite prior audit findings that showed nearly $1M worth of erroneous billing by Gateway from 2015-2017, the Mills Administration continued awarding no-bid contracts to Gateway, totaling $3.3M since 2022, in addition to the continued flow of MaineCare money.
At the same time, Gateway leaders helped create the Community Organizing Alliance (COA) — a group dedicated to voter turnout in migrant communities aligned with Democratic Party goals.

The migrant agency accused of running a five-year MaineCare fraud has extensive ties to Maine Democrats, ties that have proven mutually beneficial for Gateway Community Services and Gov. Janet Mills.
Gateway Community Services, founded in 2014 by Somali-American refugee Abdullahi Ali, came under fire last week thanks to whistleblower allegations reported exclusively by The Robinson Report that detailed an elaborate effort to overbill Medicaid, known in Maine as MaineCare.
At the same time the alleged fraud was happening, the Mills Administration handed lucrative contracts to Ali’s company and related nonprofit, while Ali and a former employee were creating the Community Organizing Alliance (COA) to boost voting for Democrats in migrant neighborhoods.
Those contracts flowed from the Mills Administration to Gateway Community Services despite a 2018 audit that found Gateway had previously overbilled MaineCare from 2015 to 2017 for close to $1 million…
This appears to be the same sort of scam which has plagued Minnesota, California and elsewhere. Taxpayer money is funneled into a bogus ‘non-profit care’ organization, which then pockets the money or uses it for purposes not authorized but that benefit the Democrats who funneled the money in the first place.
