The 16,000 Americans who were spied on that the NSA is about to release records on turn out to have been 16,000 Americans that were listed on a single FISA warrant. Bear in mind, this single FISA would justify full surveillance on the 16,000 named Americans, plus their contacts, and the contacts of their contacts, given the “two hop” rule. Since a study found every target would have an average of 25 contacts that would be hoppable, mathematically that would mean this single FISA would have allowed full FISA surveillance of 10 million Americans. As of 2017, there were over 41,000 FISA warrants issued. They would get to full surveillance authority on every single one of the 300 million citizens of American fast that way.
