This is eminently plausible and believed by many, myself included. Historically, it is a common technique to use foreign troops to subdue populations, or murder everyone. Foreign troops have no loyalty to the people they are corralling and killing. They will follow orders without question, especially if they are already hostile to the peoples they have been ordered to subdue. Notice how first there was gun control… ABN
